Budewar Kimiyyar Kimiyya: Sake tunani kimar bincike da sabunta alkawurran duniya don buɗewa

A cikin wannan fitowar, muna nuna edita akan aikin Buɗewa da Kimiyyar Kimiyyar Duniya (OPUS) da Tsarin Ƙirar Ƙwararru mai sassauƙa, wanda ke gane gudummawar a buɗe kimiyya, koyarwa, jagoranci, da haɓaka ilimi.

Sake tunani kimar bincike: Mahimman sakamako daga aikin OPUS

Taron Karshe na OPUS, wanda aka gudanar a watan Yulin 2025 a Cibiyar Tsare-tsare ta Duniya ta UNESCO, ya nuna gagarumin ci gaba a sake fasalin makomar binciken bincike a fadin Turai da kuma bayansa.

Tafiya ta OPUS ta fara da tambaya mai sauƙi: Ta yaya za mu iya ƙarfafawa da ba da lada ga ilimin kimiyya? Duk da haka, da Ƙungiyar OPUS da sauri gane cewa buɗe ayyukan kimiyya ba za a iya raba su da sauran ƙoƙarin bincike. Masu bincike ba su taɓa tsunduma cikin ilimin kimiyya kawai ba, kuma bai kamata a tantance su don waɗannan ayyukan ba.  

A jigon gudummawar The Open and Universal Science (OPUS) tana tsaye Tsarin Ƙimar Bincike (RAF) – kayan aiki tsara don gane da lada cikakken bakan gudunmawar ilimi.

The Tsarin OPUS yana gano mahimman yankuna huɗu na ayyuka:

  1. Bincike (shawarwari, sarrafa bayanai, software, wallafe-wallafe);
  2. Ilimi (haɓaka hanya, koyarwa, kulawa);
  3. Jagoranci (ayyukan gudanarwa, shiga kwamitin);
  4. Valorization (sadar da kimiyya, haɗin gwiwar masana'antu, kasuwanci).

Tsarin kuma ya haɗa da ƙayyadaddun saiti na alamomi don ƙarfafawa da ba da lada ga kimiyyar buɗe ido, wanda aka harhada a cikin ƙayyadaddun Matrix na Ƙimar Kimiya na Buɗaɗi (OSCAM2).

A saman wannan, abin da ke bambanta Tsarin OPUS shine sassauci da ƙira mai daidaitawa. Ana amfani da shi a cikin ƙasashe, fannoni, da nau'ikan ƙungiyoyi, yana samarwa m alamomi, maimakon ma'auni masu tsauri. Ƙungiyoyi na iya zaɓar, tacewa, haɗawa, ko rarraba alamomi kamar yadda ake buƙata. 

Misali, alamar “buga-buga” a cikin sashin ƙima na tsarin na iya haɗawa da bugawa da kuma kafofin watsa labarun, kuma “bayyananni” na iya zama na zahiri ko na dijital, kama daga tattaunawa da taro zuwa taron bita da rikodi. Amma ka'idar tana nufin kadan ba tare da aiwatarwa ba, da kuma OPUS matukin jirgi ya ba da kwakkwaran shaida cewa ana iya samun canjin cibiyoyi. Duk da haka, al'adu juriya daga masu bincike, masu ruwa da tsaki, Da kuma Masu tsara manufofi sun tabbatar da mahimmanci, musamman lokacin da aka fahimci ayyukan kimiyya na buɗe a matsayin ƙarin tsarin aiki da aka katse daga aikin yau da kullun. Shirye-shiryen da suka yi nasara sun magance wannan batu ta hanyar nuna fa'idodi a fili, bayar da tallafi na zahiri, gane gudummawar, da haɗa ayyukan da suka danganci ci gaban aiki. Lallai, ɗayan ƙalubalen da aka gano na riƙewa da wuri-masu bincike na aiki, saboda rashin kwanciyar hankali, ya bayyana bukatar samun ingantattun hanyoyin aiki tare da sake fasalin kima.

Aikin OPUS yana Kafa fiye da tsari da jagororin; shi Ya halitta wata al'umma mai aiki da ta himmatu don sake fasalin kima na bincike. Hanyar ci gaba tana buƙatar haɗin gwiwa a matakai da yawa: dole ne jagorancin hukumomi ya ba da albarkatu da amincewa; hukumomin ƙasa dole ne su daidaita manufofi tare da buɗaɗɗen ka'idodin kimiyya; kuma tsarin dole ne su goyi bayan masu bincike masu nauyi waɗanda suka riga sun yi aiki sosai. Duk da haka, OPUS yana nuna cewa ko da ƙananan matakai na iya haifar da canji mai ma'ana.

Al'adun ilimi suna canzawa sannu a hankali, amma tare da shirye-shiryen ayyuka bayyanannu, al'ummomi, da tallafi mai dorewa, juyin halitta zuwa ga fayyace, alhaki, da ƙima na buɗe ido yana tafiya sosai. An shirya tsarin tsarin; yanzu ya zo muhimmin aiki na shigar da su cikin al'adun bincike!

POSI 2.0, wanda aka saki a watan Oktoba 2025, yana sabunta tsarin da al'umma ke jagoranta don dorewa, bayyanannu, da amintattun ababen more rayuwa na bincike - ƙarfafa jagoranci akan mulki, juriyar kuɗi, ayyukan buɗe ido, kula da bayanai, da ci gaba na dogon lokaci.
